Syrian Rebels Targeted Civilians in Attacks
敘利亞反叛軍開始攻擊平民


Syrian opposition fighters have “indiscriminately targeted civilians” in
actions “mimicking the ruthlessness of government forces,” according to a
new report by Human Rights Watch. The report is based on documentation of car
and roadside bombings and shelling by groups including Jabhat al-Nusra, the
Islamic State, and the Free Syrian Army. Attacks “took place in commercial
and residential areas, town centers, and in one case at a cemetery during a
funeral,” and witnesses saw no government targets in the vicinity of the
attacks. “Besides being indiscriminate, many of these attacks seemed
primarily intended to spread terror among the civilian population,” the
report concludes.
