(CNN)Luxembourg is set to become the first European nation to legalize the growi
ng and use of cannabis, the government announced in a statement on Friday.

盧森堡政府在星期五宣布成為了歐洲第一個可合法種植、使用大麻的國家。

Under the new legislation, adults over 18 in Luxembourg will be allowed to use c
annabis, and to grow up to four plants per household, which would make it the fi
rst country in Europe to fully legalize the production and consumption of the dr
ug.

在最新成立的法規下，十八歲以上的盧森堡成人允許合法使用大麻，且得在家戶中種植最多
四株大麻株。此法規將使盧森堡成為歐洲第一個大麻完全合法生產、使用的國家。

Decriminalization will also dramatically lower the current fines for possession
of the drug to between $29 and $581 for possession of three grams or less, down
from the current fines of $291 to $2,910.

大麻的除罪化使得原有持三公克以下罰鍰，從291歐元到2910歐元間，下降到29歐元到581歐
元。



Consuming cannabis in public, however, will remain illegal.

然而，在公共場合使用大麻仍屬於非法範圍。

Trading seeds would also be permitted under the new legislation, with no limit o
n the quantity or levels of Tetrahydrocannabinol (THC), the psychoactive compone
nt of cannabis.

大麻籽的交易適用的新法規，將不限制數量或是四氫大麻酚含量。

The change of policy is an attempt by the government to crack down on drug-relat
ed crime and the black market drugs trade. Ministers will now be able to regulat
e the currently illegal cannabis market.

政府這次的修法目的在於打擊毒品相關犯罪以及黑市的毒品交易。監管機構將能夠監管現有
的非法大麻市場。

It puts Luxembourg, a small landlocked with a population of just over 600,000 pe
ople, at the forefront of a growing movement across the continent to relax canna
bis legislation.
Italy will likely decide whether or not to decriminalize cannabis in a referendu
m next year, after campaign groups managed to gather the required 500,000 signat
ures required to force a vote.

這個僅有60萬人口的內陸小國，將成為大麻合法化運動在歐洲大陸上的急先鋒。義大利則由
於公投連署通過50萬，將在明年決定是舉行大麻除罪會公投。

The consumption of cannabis is not criminalized under Italian law and marijuana
for medical purposes is permitted. However, buying, selling and mass cultivating
 the herb is illegal and dealers could face up to 10 years in prison if convicte
d.

大麻的使用在義大利並非完全非法的，大麻得允用於醫療用途。但是，買賣、大規模栽種皆
面臨十年以上刑責。

If the public votes to decriminalize cannabis, the purchase, sale and cultivatio
n of the drug there will all become legal.

若義大利民眾公投決定大麻除罪化，以上刑責將得以免除。
