可以注意到這個新聞大關注之一是

"This is a program normally for sovereign states"

幾大媒體都在標題強調了這一點。

反而中央社的報導刻意跳過了這一點, 或許有其深意。


至於給的錢是grant還是loan?

路透是這樣寫:

"....FMF, the largest military assistance account managed by the State Department,
provides primarily grant assistance to foreign governments....."


CNN是這樣寫:


"...The FMF program will provide grant assistance, paid for by US taxpayers, to
Taiwan in order to make those purchases."



不過路透和CNN也只是按照一般情況來推敲,

或許給台灣的是特案處理, 以致跟一般情況不同也說不定。



話說回來, 就算是loan也完全沒有理由感到有問題----

今天某人去銀行, 然後銀行批給他200萬美金的融資,

我想正常人完全不會說出"哇 顯然銀行鄙視這個某人"之類的話。

推 letterE: 我想這是對英文的誤解。FMF 的Grant是名詞，做無償援助解。外媒報導這邊用的grant 是接著名詞assistance，所以是做動詞解，表示授予。4F 08/31 14:21
